What We’re Looking For:  We are looking for a suitable candidate to join The Urban Development Services team.   Team Leader Developer Services has primary responsibility for supporting local Development and leading a team of engineers and tradesmen, ensuring that new water supply and sewer assets intended for handover to Icon Water are designed and constructed in accordance with Icon Water standards, ACT regulations, industry codes and other statutory requirements.  

About this role:  With the objective of enhancing the customer experience, this role is required to be the custodian for Development Applications and Communications with Developers, Consultants and relevant Customers. This is achieved by introducing business improvements such as digital solutions to support customer management and initiatives that reach customers to become active participants in Icon Water’s Urban Development program.  This position is a key leadership and stakeholder engagement role for this program.

Responsibilities of this role: You will be required to provide guidance and assistance to the development inspectors and senior engineers and work closely with them and independently respond to technical queries from the Urban Development Services section and other stakeholders, ensuring thorough analysis, while coordinating with team members to provide consistent responses to deviations from standards.   You will also be required to:

  • Manage and lead the team and process to ensure that a high-quality design and inspection service is delivered in an effective and efficient manner.  
  • Custodian introducing customer centric business transformation initiatives such as user pay schemes; Certification scheme; business process redesign; customer centric information and workflow development; developer education program. 
  • Support the Manager Urban Development services as point of contact for internal and external stakeholders on matters escalated. 
  • Liaise with developers, consultants, contractors, suppliers and other government organisations on matters involving acceptance of new hydraulic assets.  
  • Manage sensitive, complex or policy matters that may arise in the ACT developer environment, developing and proposing options for resolution. 
  • Represent Icon Water at outside forums as appropriate regarding developer matters. 
  • Manage allocation of resources; planning and organising training and developing PPDP’s of the team and within the branch as required. 
  • Provide or source technical input to the work of the section; resolving more complex issues arising from external inquiries or work carried out by the section; administer the requirements of the Icon Water Supply and Sewerage Standards, Service and Installation Rules and other statutory requirements and standards relevant to urban development. 
  • In consultation with the team manager assess costs of gifted assets,  
  • Provide analysis and management information on developer services issues and assist in other areas as requested.

Who we are looking for:  We’re seeking a dedicated individual who has a Civil/Mechanical engineering degree preferred.  You should also have the following:

  • Sound ability to read and understand engineering drawings and understanding of advanced water and sewer hydraulic design. Working experience in water utility network design or construction is highly regarded.  
  • Demonstrated ability to make well balanced decisions in a confident, timely and diplomatic manner.  
  • Ability to effectively deal with senior internal and external stakeholders in a rational considered manner, potentially in confrontational situations, and arrive at effective solutions.   
  • An awareness of political issues that might arise through individual projects and ability to rationally resolve.  
  • Ability to effectively manage staff and budgets.  
  • Demonstrated ability to plan, manage and implement specific tasks and projects.  
  • Ability to effectively manage the establishment and application of technical standards and legal policy requirements.
